Prices in Uruguay are cheaper than back home. So choosing this destination alone can already be classified as budget travel ;-) Anyway, bargaining isn't part of their culture so if you do try that, they might not understand what you are trying to do. There is no need to bargain anyway since prices in general are already low.
For budget accommodations, it would be best to bring your International Student Identity Card which are honored with discounts in hostels and campgrounds along the coast.
Daily Budget in Uruguay? According to the Backpacker, "With the cheapest meals coming at US$2-8, and budget accommodation at about US$8-15, the backpacker could come out on US$15 a day if he/she was a really good negotiator and didn't mind roughing it. For double that, say, US$30 a day, life would become a whole lot more tolerable, with a comfortable bed and food that is actually enjoyable."
Take in a tango show, lounge at the beach, drink some grappa and have some fun without breaking the bank.
