Have kids will travel

Most of us understand that we need to make adjustments when travelling due to the war on terrorism. We also understand that people could be barred from travelling, should their names match those from the government's watch list. However, I still cannot comprehend WHY babies were barred from flying. Yes, their names matched the list but... c'mon, what could an 11-month boy have done? Release WMD (thanks to Colic) while on the plane?!
